I HAVE WITH ME THE THREE TEACHERS WHO COLLABORATED TO MAKE THIS AMAZING PRESENTATION . JOE BEASLEY FROM THE MIDDLE SCHOOL, SARAH HARRIS, GIFTED RESOURCE TEACHER, AND AMY POTTER, FIFTH GRADE TEACHER. SUCH AN AMAZING TEAM. I HOPE THEY ARE LISTENING. OKAY, GOOD! THAT WAS THE PLAN. I WILL TURN THE LIGHTS OFF TONIGHT. AND I AM SUPPOSED TO, JUST KNOW THAT I AM ALLOWED TO TURN THEM OFF

>> IT SAYS PRESENTATION. >> ALL RIGHT. WHILE HE IS GETTING SET UP -- EFFORT BETWEEN FIFTH-GRADERS AT THE GOOCHLAND ELEMENTARY. WE ALSO HAD IT CATERED WITH HOT COCOA BY THE CHEF AT THE HIGH SCHOOL. SO, IT WAS AN AMAZING, AND AMAZING COLLABORATION. WE HAD SO MUCH FUN. MR. BEASLEY IS GOING TO START OFF AND I ACTUALLY WILL BE GIVING YOU ALL YOUR HOMEWORK THAT WAS CREATED

BY THE STUDENTS. OKAY? >> WE WILL GO AHEAD AND TALK ABOUT THE PROJECT. WE CAME TOGETHER AND WE WERE TRYING TO FIGURE OUT SOME DIFFERENT WAYS, BECAUSE WE LOVE, I AM A BIG FAN, WE ARE ALL A BIG FAN OF CODING AND DIFFERENT L.E.D.

LIGHTING AS WELL. THIS WAS OUR FIRST ANNUAL TACKY LIGHT TOUR PROJECT. THE KIDS WERE REALLY EXCITED. A COUPLE DETAILS OF WHAT WE WERE LOOKING AT HERE. WE DO THIS LIKE A P, BL, LIKE YOU ARE A CLIENT, THE CLIENT IS REACHING OUT TO THE DEPARTMENT

OF TOURISM. IT IS AWESOME. THE GOOCHLAND RESIDENTS ARE OUR TARGET AUDIENCE. A YARD DISPLAY THAT IS SUPPOSED TO BE SO TACKY AND AWESOME THAT IT IS JUST AMAZING. OUR GOAL IS TO CREATE THAT EYE-CATCHING FUN. AND THE GOOD THING IS THAT THE KIDS WORKED REALLY HARD. WE MET ALMOST EVERY WEEK ONCE OR TWICE A WEEK. MY SEVENTH GRADERS WOULD GET ON THE GTECH BUS, WHICH WE ARE VERY THANKFUL FOR, WE WOULD MEET ABOUT FOR AN HOUR. IT WAS A REALLY COOL COLLABORATIVE PROJECT. WHAT WAS REALLY NEAT WAS THAT WE GAVE THEM THIS HUGE TASK, AND IT WAS DAUNTING AT FIRST. FIRST, WE WERE TEACHING THEM HOW TO CODE WITH ROBOTICS. BUT THE OTHER THING TOO WITH MY GUYS, I AM TEACHING SEVENTH GRADERS HOW TO SOLDER AND CODE IN L.E.D.

DISPLAY, WHICH YOU WILL SEE HERE IN A SECOND. THE KIDS DID AMAZING, IT WAS A GREAT COLLABORATION. THAT MANY SCHOOLS DO THIS, YOU DO NOT GET TO SEE THIS STUFF IN SEVENTH GRADE. AND SO THERE ARE A COUPLE PHOTOS OF THEM WORKING TOGETHER. THERE IS ONE OF MY STUDENTS ACTUALLY LEARNING HOW TO SOLDER. IT IS AN IMPORTANT SKILL. WE DID NOT LOSE ANY FINGERS, I AM VERY PROUD OF THAT. AND STUDENTS WERE ABLE TO DESIGN IT WHERE THERE WAS A CODE A CERTAIN WAY, YOU COULD MAKE THE LIGHTS GO INTO A RAINBOW OR VOLUME ] WE HAD A TOUR DISPLAY AND IT WAS ABSOLUTELY AMAZING.

AS YOU CAN SEE IN THESE PICTURES. WE ARE REALLY EXCITED TO SHOW THE RESULT. ARE YOU READY? CAN WE GET THE LIGHTS

SNIPPET OF OUR TOUR. WE DID HAVE NINE EXHIBIT. WE HAD A REALLY GOOD SHOWING LAST FRIDAY EVENING. SO CAN WE HAVE A QUICK

APPEARANCE PERSPECTIVE? >> YES. GOOD EVENING. THANK YOU TO THE SCHOOL BOARD FOR HAVING THIS GROUP HERE TONIGHT. THIS IS A PHENOMENAL EXPERIENCE FOR OUR STUDENTS. THE FIRST ANNUAL TACKY LIGHT TOUR WAS A HIT, IT WAS AN AMAZING COLLABORATION BETWEEN MR. BEASLEY'S CLASS, MS. POTTER, AND MS. HARRIS. IT GAVE THE FIFTH-GRADE STUDENTS AN OPPORTUNITY TO SEE WHAT IS TO COME. AND HE GAVE THEM THE OPPORTUNITY TO APPLY SKILLS THAT THEY HAVE LEARNED IN THEIR ROBOTICS CLASSES, OR THE EXPERIENCE THAT THEY HAD WITH THAT. AND ALSO, JUST THE ABILITY TO WORK TOGETHER IN AN INNOVATIVE WAY. WE APPRECIATE THAT THE SCHOOL OPENED IT UP TO OUR FAMILIES, SO THAT WE COULD COME IN AND SEE ALL THE HARD WORK THAT THEY HAVE BEEN DOING.

AND I KNOW, SPEAKING WITH MS. POTTER, HER CLASS HAD AN OPPORTUNITY TO HAVE A BIT OF A LOW-KEY DAY AS A REWARD FOR ALL OF THE HARD WORK. A LOT OF THE STUDENTS CHOSE TO WORK ON THEIR PROJECT INSTEAD OF RELAXING OR WATCHING A QUICK MOVIE. SO, IT WAS EXCITING TO HEAR THAT THEY ARE MOTIVATED TO WORK ON PROJECTS LIKE THIS. AND SO WE ARE GRATEFUL FOR THIS OPPORTUNITY. AND THE KIDS DID AN AMAZING JOB. THANK YOU VERY

DURING THIS PROCESS, WE LEARNED THAT MANY STUDENTS AND EVEN SOME ADULTS DO NOT KNOW WHAT HISPANIC HERITAGE MONTH WAS. SO WE SET OUT TO HELP TO CHANGE THAT. THIS YEAR, MS. DAVIS AND MISS EXUM'S CLASSES WORKED TOGETHER TO BE ABLE TO COME UP WITH FUN GAMES, LIKE COMPETITIVE SCHOOLWIDE SPORTS TO TEACH ABOUT HISPANIC HISTORY AND IMPORTANT FIGURES.

SOME STUDENTS EVEN READ EDUCATIONAL ANNOUNCEMENTS EACH DAY TO THE SCHOOL. IN THE REST OF THE SCHOOL, SO THAT THE REST OF THE SCHOOL COULD RESPOND DAILY. SO THAT THE REST OF THE SCHOOL COULD RESPOND TO DAILY TRIVIA QUESTIONS FOR THESE ANNOUNCEMENTS. AND THE WINNERS WON PRIZES.

>> THIS YEAR WAS REALLY FUN AND GREAT TO START CELEBRATING THE HERITAGE OF MANY STUDENTS AND HONORING THE NATIONAL MONTH OF CELEBRATION. WE HAD SOME FEEDBACK FROM SOME STUDENTS THAT WE INTERVIEWED. SOME OF THEM SAID THAT THEY FELT LIKE THEY BELONGED IN THE SCHOOL BECAUSE THEY MADE A BIG CELEBRATION FOR US. AND ANOTHER STUDENT SAID THAT IT WAS COOL TO SHARE WITH OTHERS ABOUT YOUR OWN CULTURE. AND EVERYONE SAID THAT THIS IN THE ELEMENTARY SCHOOL CELEBRATION YEARS AGO AT RANDALL WERE MEMORABLE BECAUSE IT WAS SO COOL TO BE

RECOGNIZED. >> MOVING FORWARD, WE WOULD LOVE TO HAVE THIS OPPORTUNITY TO DEDICATE TO STUDENTS THIS YEAR TO WORK ON A LARGER CELEBRATION FOR NEXT YEAR. RECENTLY EARNED THE DISTINCTION WITH THE REGION 3B CHAMPIONSHIP. AND WE HAD PLANNED TO HAVE MAYBE SOMEONE FROM THAT PROGRAM HERE TONIGHT TO HELP US CELEBRATE THAT DISTINCTION, MR. BURCH AND/OR SOME STUDENTS. WELL, WE WILL GAVE HIM AN EXCUSE.

ALL MAKES SENSE NOW. OKAY. THIS WAS HEADING DOWN THE ROAD OF BEING TERRIBLY EMBARRASSING, BUT NOW WE HAVE DONE A 180 AND ARE BACK ON THE RIGHT TRACK. NOT ONLY OUR MARKETING CLASS AND OUR CTE CLASSES INVOLVED IN OUR CLASS, WE NOW HAVE A COMMITTEE THAT WE MEET EVERY SINGLE MONTH THAT REPRESENTS EVERY CORE AND ELECTIVE CLASS ACROSS THE GHS SCHOOL. SO, ON THAT NOTE, I WANTED TO THANK YOU FOR GIVING ME THE OPPORTUNITY TO SHARE WITH YOU ALL THAT IS GOING ON IN THE GOOCHLAND EDUCATION FOUNDATION. AS YOU MAY KNOW, WE HAVE BEEN GROWING QUITE A BIT FOR THE PAST SEVEN YEARS, SINCE 2017, WE HAVE INTRODUCED AND FUNDED OVER 60 PROGRAMS AND PROJECTS THAT ARE WIDE RANGING, AS YOU HAVE WITNESSED TONIGHT, AND A VARIETY OF LITERACY PROGRAMS FOR PRE-K THROUGH THIRD GRADE.

THE VIRTUAL-REALITY PROJECT, WE HAVE HAD IT FULLY FUNDED, WHICH INCORPORATES BR INTO THE CURRICULUM, IN ORDER TO PROVIDE EVERY STUDENT ACCESS TO ACADEMIC EXPERIENCES AND DISCIPLINES, REGARDLESS OF LEARNING AND PHYSICAL STYLES AND CHALLENGES, AS WELL AS ROBOTICS IN ALL GRADES, CHANGING THE WAY MATH IS TAUGHT THROUGH OUR CRITICAL THINKING CLASSROOMS, EXCUSE ME, I AM PUTTING THESE ON SO I CAN READ IT BETTER, PROVIDING TEACHERS WITH TOOLS THEY NEEDED TO TEACH VIRTUALLY DURING THE PANDEMIC, THE STEM AND NATURE PROGRAM, WHICH YOU ARE ALL FAMILIAR WITH, MAKER SPACES, AND PHYSICAL EDUCATION PROJECTS, SUCH AS THE LOW ROPES CHALLENGE, WHICH WAS A STEM PROJECT. S.A.T. PRACTICE TESTING THIS SCHOOL YEAR BECAUSE OF THE CHANGES THEY HAVE MADE AN S.A.T. TESTING, AND THE LIST GOES ON. WE DID HAVE IT IN 2020 WHEN SCHOOLS SHUT DOWN, BY PROVIDING OVER $100,000 TO PROVIDE FOOD ASSISTANCE, THEN OVER ANOTHER HUNDRED THOUSAND DOLLARS TO PROVIDE TECHNOLOGY SO THAT EVERY STUDENT WAS SITTING IN CLASS AT THE BEGINNING OF THE 2020-2021 SCHOOL YEAR. AND WE CONTINUED TO WORK WITH DR.

CROMARTIE AND HIS TEAM TO FIND WAYS THAT GEF CAN CREATE THIS PRACTICES IN EDUCATION FOR ALL GOOCHLAND COUNTY PUBLIC SCHOOL STUDENTS. SO, HERE WE ARE. AFTER SEVEN YEARS OF BUILDING AND STRENGTHENING THE GOOCHLAND FOUNDATION AND WORKING CLOSELY WITH DR. CROMARTIE, WE ARE DELIGHTED TO ANNOUNCE THAT WE WILL BE LAUNCHING AN AFTERSCHOOL PROGRAM IN AUGUST OF 2025, CALLED "G CAPITAL E CAPITAL F ADVENTURES" AND THAT IS THE LOGO. WITHOUT THE GEF, WE WOULD NOT BE ABLE TO TAKE THIS ON. THIS INITIATIVE IS NOW HAPPENING BECAUSE THE GEF IS IN A STRONG POSITION TO MAINTAIN AND GROW OUR PROGRAMS OVER THE EXTRAORDINARY FINANCIAL COMMITMENT OVER THE GOOCHLAND COUNTY BOARD OF SUPERVISORS AND INDIVIDUALS IN THE COMMUNITY.

AND MOST IMPORTANTLY, DR. CROMARTIE. WITHOUT HIS ENTHUSIASM AND COMMITMENT TO PROVIDING EVERY OPPORTUNITY TO PROVE GOOCHLAND COUNTY STUDENTS , THE ABILITY TO BE ACADEMICALLY SUCCESSFUL AND PREPARED FOR THE FUTURE , WE COULD NOT DO THIS. IT IS IN PERFECT ALIGNMENT WITH THE GEF EFFORT TO PREPARE EVERY STUDENT FOR AN EVER-CHANGING GLOBAL WORKFORCE. WE BELIEVE THE NAME GEF ADVENTURES REPRESENTS ALL THAT WOULD HAPPEN INSIDE THE WALLS OF OUR PROGRAM. AND WE HAVE A LITTLE POWERPOINT PRESENTATION THAT I WILL BRIEFLY GO THROUGH. WHAT WE ARE DOING IS INCREASING THE AVAILABILITY OF QUALITY ON-SITE ENRICHMENT AND ACADEMICS AS A STRATEGY TO IMPROVE STUDENT ACHIEVEMENT AND STUDENT PERFORMANCE, EXPAND STEM IN THE 21ST CENTURY DEVELOPMENT PROGRAMS FOR CHILDREN, AND UTILIZE, WE WILL UTILIZE THE SURPLUS FUNDS THAT ARE GENERATED BY THE OPERATION OF THE PROGRAM TO SUPPORT OUR PROGRAMS THAT WE ALREADY DO, SO WE CAN GROW THE STRATEGIC INNOVATION GRANTS AND OTHER PROGRAMS. I WILL NOT GO THROUGH THIS WHOLE THING FOR YOU, BUT IN A NUTSHELL, WHAT WE ARE GOING TO PROVIDE IS HOMEWORK COMPLETION, ACADEMIC HELP, TUTORING AND REMEDIATION AS NEEDED, THE ENRICHMENT IS PERFORMING IN A STATIC ARTS, STEM, ROBOTICS AND 21ST CENTURY SKILLS DEVELOPMENT. AND ARE MARKED SUCCESSFUL IN SCHOOL. SO, WE ARE GOING TO, BASICALLY, WE WILL DESIGN EACH PROGRAM IN EACH ELEMENTARY SCHOOL BY THE NEEDS OF THAT SCHOOL. WE WILL WORK WITH THE INSTRUCTIONAL STAFF AND THE PRINCIPLES TO CREATE A PROGRAM WHERE THEY FEEL THAT THEY HAVE THE GAPS. I DID NOT, I KNOW , I KNOW IT HAS BEEN A LONG NIGHT, SO I DO NOT WANT TO TAKE UP MUCH OF YOUR TIME. WHAT IT WILL LOOK LIKE, ON JANUARY 1ST, THIS POSITION, ME, EXECUTIVE DIRECTOR, IT WILL BECOME FULL TIME. AND IT WILL CALLED A CEO, ONLY BECAUSE WE ARE GOING TO HIRE A COO. WE HAVE, BEGINNING TO ALREADY LINE OF A NUMBER OF VENDORS THAT CAN HELP US CREATE THE ENTIRE EXPERIENCE THAT WE WANT TO CREATE. THIS IS A BIG STEP FOR THE GEF. WE KNOW WE ARE EMBARKING ON A JOURNEY. BUT WE BELIEVE THAT IT WILL HELP THE STUDENTS TO BE MORE ENGAGED AND MORE SUCCESSFUL IN THEIR ACADEMIC CAREERS. AND WE ARE PREPARED FOR IT. AS BEST WE CAN. I DO WANT TO EMPHASIZE THOUGH THAT WE WILL NEVER LOSE SIGHT OF THE PROGRAMS WE ARE ALREADY DOING IN THE SCHOOLS, BECAUSE THIS IS FOR THE ELEMENTARY SCHOOLS. BUT THERE IS THE MIDDLE SCHOOL, THERE IS THE PRESCHOOL, THERE IS MIDDLE SCHOOL AND HIGH SCHOOL, A TOTAL OF 2600+ STUDENTS, AND WE HAVE PROGRAMS, AS YOU KNOW, THAT ARE ADDRESSING EDUCATION FOR ALL OF THEM. WHAT IS RIGHT IN GOOCHLAND COUNTY PUBLIC SCHOOLS. WHAT IS WRONG? SCHOOL BOARD MEMBERS THAT, WITH A POLITICAL AGENDA, HAVE CLAIMED TRANSPARENCY TO GET ELECTED, A FULL SLATE OF POLICIES WERE POSTED FOR A FIRST READING LAST MONTH, AFTER MULTIPLE MONTHS OF POLICY REVISIONS, LIMITED TO THAT POLITICAL AGENDA. I EMAILED EACH BOARD MEMBER ASKING IF THEY WOULD BE HONEST ABOUT THE SOURCE OF THE REVISIONS. I RECEIVED NO RESPONSE , AND THIS BOARD GAVE A LOT OF EXCUSES FOR

THIS BOARD DROPPED THAT SERVICE AND WILL NO LONGER HAVE THE LEVEL OF POLICY UP DATES TO KEEP THE STUDENTS UP TO DATE AND IN COMPLIANCE, BECAUSE THE SCHOOL BOARD MEMBER OF ASSOCIATION -- WILL NOT BE PROVIDING THIS LEVEL OF SERVICE. WHAT IS ALSO WRONG IS FOR THE CHAIR TO SAY THAT CONSTITUENTS ARE HARPING, WHEN THEY ARE SEEKING FISCAL ACCOUNTABILITY BY THE CHAIR AND THIS BOARD YOU TO TAXPAYER FUNDS NEEDING TO BE USED TO SUPPORT THEIR FRIVOLOUS LAWSUIT. IN RESPONSE, OUR SCHOOL DISTRICT CAME UP WITH A WONDERFUL SOLUTION TO RESPECT INDIVIDUAL PARENTAL RIGHTS. AND TO AVOID POTENTIAL LAWSUITS. GC, PS CREATED A SYSTEM WHERE EACH STUDENT'S PARENTS CAN DECIDE IF THEY WOULD LIKE TO RESTRICT BOOKS FOR THEIR STUDENTS. THEY CAN OPT TO HAVE THE LIBRARY CONTACT THEM BEFORE OR AFTER THEIR STUDENT CHECKS OUT ANY BOOKS. THIS WAS REALLY ABOUT PARENTS RIGHTS, ONE WOULD THINK THAT TERRENCE WOULD BE SATISFIED WITH THIS REASONABLE SOLUTION AND SUB HARPING ON WHAT BOOKS MY KIDS HAVE ACCESS TO. I RECENTLY LEARNED THAT SHE IS STILL ATTEMPTING TO BLOCK WHAT BOOKS STUDENTS CAN ACCESS BY BLOCKING BOOKS ON THE PURCHASE LIST. NO SURPRISE, SHE HAS NOT READ ANY OF THE BOOKS SHE IS ASKING TO BE CENSORED.

THE REST OF GCPS PARENTS SHOULD HAVE THE RIGHT TO MAKE THEIR DECISIONS FOR THEIR OWN CHILDREN. SHE CERTAINLY IS NO BETTER -- KNOWS NO BETTER WHEN IT COMES TO MY KIDS. WITH ANGELA ALLEN -- A LEGAL LIST DESPITE ANDERSON SUCCESSFULLY REPRESENTING OUR DISTRICT FOR DECADES. I THINK IT HAS BEEN 20 YEARS AT LEAST. IT APPEARS TO BE REVENGE, BECAUSE SANDS ANDERSON DEFENDED THE SCHOOL BOARD FROM THE FRIVOLOUS FLAP LAWSUIT. IT DOES SEEM TO BE A CONFLICT OF INTEREST, BUT YOU ARE THE ONE THAT SOLICITED THIS. ON DECEMBER 3RD, GOOCHLAND COUNTY SCHOOL HEATHER ANNUAL WINTER CONCERT, WHERE STUDENTS SHOWCASED THEIR USABLE TALENTS, UNDER THE LEADERSHIP OF MRS. WALSH. THE FOLLOWING DAY, DECEMBER 4TH, BIRD ELEMENTARY SCHOOL HELD THEIR OWN WINTER CONCERT, LED BY MS. OVER RECKER AND MR. GETTLEMAN. BES STUDENTS BROUGHT THEIR TALENT AND ENTHUSIASM TO THE STAGE, SPREADING HOLIDAY CHEER THROUGH THEIR PERFORMANCES. UNDER NUMBER SEVEN, DRAMA DOGS CAME STATE RUNNER-UP IN THE PLAY COMPETITION. THIS WAS THE THIRD TIME THAT GOOCHLAND HAS ADVANCED TO THE THIRD LEVEL, WITH THE LAST TIME BEING IN 2016. IN THIS TIME BEING THE HIGHEST PLACED THAT GOOCHLAND HAS EVER WON. AS WE PREPARE TO MOVE FORWARD, I WOULD LIKE TO TAKE THIS MOMENT TO REFLECT ON THE PAST YEAR, TO CELEBRATE OUR ACHIEVEMENTS AND CONFRONT THE CHALLENGES THAT REMAIN. IT HAS BEEN A PROFOUND HONOR TO SERVE AS CHAIR OF THE SCHOOL BOARD. TO MY FELLOW SCHOOL BOARD MEMBERS, THANK YOU FOR THE TRUST AND CONFIDENCE IN ME. TOGETHER, WE HAVE UPHELD OUR OATH OF OFFICE, DEMONSTRATING OUR STEADFAST COMMITMENT TO THE STUDENTS, FAMILIES, AND EDUCATORS THAT WE SERVE. WITH THE SUPPORT OF THE BOARD OF SUPERVISORS, WE ADOPTED A $44.5 MILLION ANNUAL

BUDGET. FOCUSED ON INVESTING IN TEACHER COMPENSATION AND EXPANDING STUDENT OPPORTUNITIES. WE UNANIMOUSLY PASSED THE VIRGINIA DEPARTMENT OF EDUCATION'S MODEL POLICY, ENSURING PRIVACY, DIGNITY, AND RESPECT FOR ALL STUDENTS, AFFIRMING OUR COMMITMENT TO FOSTERING AN ENVIRONMENT THAT HONORS EVERY STUDENT'S INHERENT UNITY. WE JOINED THE SCHOOL BOARD MEMBER ALLIANCE, A NONPARTISAN ORGANIZATION THAT EQUIPS SCHOOL BOARD MEMBERS TO LEAD EFFECTIVELY AND RESPONSIBLY. WE ENACTED POLICY CHANGES TO SAFEGUARD STUDENTS FROM INAPPROPRIATE MATERIALS AND ENHANCED PARENTAL CONTROLS, EMPOWERING FAMILIES TO MAKE DECISIONS FOR THEIR CHILDREN'S EDUCATION. WE CELEBRATED A HISTORIC ACHIEVEMENT BY OPENING THE NEW GOOCHLAND ELEMENTARY SCHOOL, ON TIME AND UNDER BUDGET. A $54 MILLION CAPITAL IMPROVEMENT PROJECT , THE LARGEST IN GOOCHLAND COUNTY'S HISTORY. TO REDUCE DISTRACTIONS AND FOSTER FOCUS, WE IMPLEMENTED A BELL TO BELL CELL PHONE FREE POLICY, BENEFITING BOTH STUDENTS AND EDUCATORS. WE COLLABORATED WITH THE GOOCHLAND EDUCATION FOUNDATION TO ADVANCE INNOVATIVE STUDENT PROGRAMMING. WE CELEBRATED THE TRIUMPHS OF OUR SCHOOL COMMUNITY, STUDENT ACHIEVEMENTS, TEACHER ACCOLADES, TEAM VICTORIES, AND PERSONAL MILESTONES THAT REMIND US WHY WE SERVE. AND YET, ALONG THESE SUCCESSES, I MUST ADDRESS A DEEPLY CONCERNING ISSUE. I DO PRIDE MYSELF ON TRANSPARENCY .

IN MARCH, THIS BOARD ADOPTED THE VIRGINIA DEPARTMENT OF EDUCATION'S MODEL POLICY TO ENSURE THE PRIVACY, DIGNITY, AND RESPECT OF ALL STUDENTS. HOWEVER, I HAVE RECEIVED REPORTS THAT STUDENTS ARE USING FACILITIES THAT DO NOT ALIGN WITH THEIR BIOLOGICAL SEX, RAISING CONCERNS ABOUT THE LIMITATION OF THIS POLICY. I HAVE HEARD FROM PARENTS AND STUDENTS ALIKE OF FEMA STUDENTS LEAVING FACILITIES WHEN MALE STUDENTS ENTER TO USE THE FACILITIES. GRAHAM VERSUS GLOSSER DOES NOT GRANT CARTE BLANCHE ACCESS TO ANY BATHROOM OF ONE'S CHOICE. THE PRECEDENTS SET ESTABLISHES A HIGH STANDARD THAT MUST BE MET TO PERMIT SUCH ACCESS. AND IT DOES NOT ABSOLVE SCHOOLS OF THEIR RESPONSIBILITY TO BALANCE PRIVACY AND SAFETY FOR ALL STUDENTS. POLICY JA EXPLICITLY REQUIRES, AND I QUOTE, WHERE STATE OR FEDERAL LAW REQUIRES SCHOOLS TO PERMIT TRANSGENDER STUDENTS TO SHARE OTHERWISE SEX-SEGREGATED FACILITIES, PARENTS SHOULD BE GIVEN THE RIGHT TO OPT THEIR CHILD OUT OF USING SUCH FACILITIES. AND THE CHILD SHOULD BE GIVEN ACCESS TO ALTERNATIVE FACILITIES THAT PROMOTE PRIVACY AND SAFETY,". I AM MORALLY AND ETHICALLY COMPELLED TO INFORM THE PUBLIC THAT OUR SCHOOL DIVISION HAS FAILED TO NOTIFY PARENTS OF THIS OPT OUT PROVISION. THIS OMISSION NOT ONLY BREACHES OUR POLICY, BUT ALSO COMPROMISES THE TRUST THAT FAMILIES PLACED IN US TO SAFEGUARD THEIR CHILDREN'S RIGHTS AND WELL-BEING. AN OVERVIEW OF THAT MEETING WAS AN UNDERSTANDING OF HOW THEY DEVELOP EDUCATIONAL PLANS FOR EACH STUDENT AND THE TIMELINES THEY ARE INVOLVED IN AND SET FOR THESE STUDENTS. ALL OUR TEACHERS ARE DEGREED OR IN A PROCESS OF CERTIFICATION. ADMINISTRATORS IN THESE SCHOOLS CONTINUINGLY INTERACTING WITH OUR STUDENTS. IT IS A WONDERFUL OPPORTUNITY FOR SCHOOL BOARD MEMBERS AND SUPERINTENDENCE TO TALK AND SHARE IDEAS BEFORE A MEETING. WE HAVE A LOVELY LUNCH. IT LASTS FOR JUST ABOUT HALF AN HOUR. OUR DIVISION HAS NOW A STANDING ADMINISTRATOR WHO OVERSEES THE TREMENDOUS WORK THAT STUDENTS ENGAGE IN. I HAD MY FIRST OPPORTUNITY TO JUDGE SOME PROJECTS THAT ARE BEING SUBMITTED AND ARE BEYOND AMAZING. THE DIRECTOR OF THE BLUE RIDGE HAS ASKED ME TO HIGHLIGHT SOME OF THE STUDENT OPPORTUNITIES WHERE STUDENTS HAVE BEEN ENGAGED. THE CAPSTONE FOR SENIORS WAS A KICKOFF ON STRESS MANAGEMENT AND TECHNOLOGY . THE UNIVERSITY, THE UVA LIBRARY RESOURCE FOR RESEARCH PAPERS, AND THEY ARE PLANNING A SENIOR TRIP TO WASHINGTON, D.C. IN MARCH. AP BIOLOGY HAD A KICKOFF WITH VIRGINIA TECH, ALSO PLANNING A TRIP TO THE NATIONAL ACADEMY OF SCIENCE IN THE U.S. BOTANICAL GARDENS. THEY HAD A MIXER IN SEVEN OF THE COUNTIES, WHICH WAS VERY SUCCESSFUL. A WELLNESS CONFERENCE WITH STUDENTS ON THE TOPIC OF STUDENT BURNOUT, WAYS TO BE SUPPORTIVE IN FINDING STUDENT TOPICS RELATING TO STUDENT TECHNIQUES, TIME MANAGEMENT AND STRESS MANAGEMENT. THEY HAD A MEETING AT THE LIBERTY BELL COORDINATOR. AND THEY HAVE 34 PRESENTATIONS ACROSS ALL COUNTIES AND APPLICATIONS FOR THE PRESENTATION. STUDENT WELLNESS WAS MET WITH THE PERSON IN CHARGE OF THAT, 241 STUDENTS, ONLINE COURSES, STUDENTS THAT REACHED OUT AND WERE RECOMMENDED . SHE VISITED ALL 10 OF THE NINTH GRADE BLUE RIDGE STUDENTS IN THE CLASSES AND TALKED TO THEM ABOUT STRESSES AND WAYS TO DEAL WITH IT. FOUR CALENDAR DRAFTS WERE TURNED OVER TO THE ADVISORY. THEY HELD THOSE CALENDAR DRAFTS FOR A MONTH TO BE TAKEN INTO VARIOUS STAKEHOLDERS FOR FEEDBACK.

PRIORITIES WERE CALENDAR OUR REGIONAL ALIGNMENT, I BROUGHT THIS FORWARD TO THE BOARD LAST YEAR DURING THE BUDGET PROCESS, TO TOUT THE FACT THAT THE REGIONAL ALIGNMENT -- CALENDAR AND THIS IS ALIGNED TO THE REGIONS THAT WE MOST CLOSELY COMPARE. I WANT TO MAKE A DISTINCTION THAT WE TALKED ABOUT REGIONAL COMPARISONS, THERE ARE SUPERINTENDENT REGIONS, OF WHICH WE ARE A PART OF REGION ONE, AND THEN THERE ARE GEOGRAPHIC REGIONS. THOSE REGIONS THAT BORDER US TO THE NORTHWEST BORDER US TO THE GEOGRAPHIC REGION, BUT NOT THE SUPERINTENDENT'S REGION. THIS WAS BROUGHT TO ALIGNED TO SUPERINTENDENT REGION ONE. THAT DATE WOULD BE FOR OUR TRANSITIONAL GRADES, AND OPPORTUNITY FOR KINDERGARTNERS, SIXTH AND NINTH GRADERS TO ATTEND THEIR SCHOOLS AS THEY TRANSITION FROM ONE TODAY, HAVE THE FULL RUN OF THE PLACE, AND PARTICIPATE IN AN ORIENTATION PROGRAM. IT DOES COUNT AS AN INSTRUCTIONAL DAY. ALL OTHER STUDENTS, FIRST GRADE THROUGH 12, WILL REPORT ON THE FIRST IS THE FIRST DAY. THANKFULLY IN THIS CALENDAR, IT IS PROPOSED THAT NIGHT OF THE BUSINESS, ONE WEEK AT THANKSGIVING. TO THE EXTENT THAT THE STATE BOARD OF EDUCATION STILL HAS NOT VOTED ON ALL OF THE COMPONENTS THAT GO INTO THIS. SO, TODAY'S PRESENTATION, I KNOW THERE IS INTEREST IN THE BOARD, THERE IS INTEREST IN THE PUBLIC TO CLARIFY WHAT WE DO KNOW AND TO BE REALLY TRANSPARENT ABOUT WHAT WE ARE STILL WANTING TO FIND OUT. OUR TEAM IS REALLY INTERESTING, WE HAVE DONE A TON OF LEGWORK. UNIFORM STATEWIDE TESTING IN VIRGINIA STARTED IN 1998. I WAS A CLASSROOM TEACHER AT THE TIME, I REMEMBER THAT WELL. AND THAT, IN MY ESTIMATION, THAT IS THE START OF THE STANDARDS MOVEMENT IN VIRGINIA, FOLLOWED BY STATE TESTING OVERALL. A REALLY POSITIVE SHIFT . AND THE TERM THAT IS OFTEN USED IS THAT THERE WAS A LOT OF HOBBY TEACHING GOING ON BEFORE THAT, WHERE FOLKS WERE JUST TEACHING WHATEVER THEIR PASSION PROJECTS WERE IN SCHOOLS, AS OPPOSED TO ANY UNIFORM CURRICULUM ACROSS THE STATE. AND SO THE INTRODUCTION OF THE STANDARDS IN THE 1990S, FOLLOWED BY THE SOL TEST IN 1998, A MORE SIGNIFICANT SHIFT IN THE STATE OF VIRGINIA. A REALLY IMPORTANT ONE. SO, ALONG WITH THE STATE TESTS CAME THIS NEW INTRODUCTION TO ACCOUNTABILITY AND ACCREDITATION, LARGELY TIED TO THOSE STATE TESTS. THAT IS A FACT. AT THE TIME IN 1999, FOLLOWING THAT FIRST ROUND OF TESTS IN 1998, WHEN ACCREDITATION WAS TIED DIRECTLY TO THOSE UNIFORM STATE TESTS, 6.5% OF PUBLIC SCHOOLS IN VIRGINIA MET THESE SYSTEMS NEW ACCREDITATION STANDARD. SO, TEST WERE NEW, ACCREDITATION FRAMEWORKS AND HOW THOSE TIE INTO STATEWIDE TESTING WAS ALL NEW. AND SO THAT IS TO SAY THAT WE HAVE COME A LONG WAY SINCE 1999. BUT I THINK IT IS ALSO REALLY IMPORTANT TO KNOW THAT THE ACCOUNTABILITY FRAMEWORK HAS CHANGED ABOUT EVERY FIVE YEARS, THERE ARE SOME PRETTY OBVIOUS REASONS TO THAT, WITH GUBERNATORIAL CHANGES, STATE BOARD CHANGES , A LOT OF TIMES FOLKS COME IN AND HAVE A VIEW OF HOW THEY WANT ACCOUNTABILITY TO HAPPEN IN VIRGINIA. AND SO FOR THOSE IN THE PROFESSION OF EDUCATION , THE EASY ANALOGY IS THAT THE GOALPOSTS GET MOVED ABOUT EVERY FIVE YEARS. SO IT IS IMPORTANT THAT WE STAY IN TUNE WITH ANY CHANGES THAT ARE MADE SO THAT WE CAN RESPOND ACCORDINGLY WITH OUR PROGRAMMING INVESTMENTS AND BUDGETARY DECISIONS THAT THE BOARD WOULD HAVE MADE. THAT IS A LITTLE BIT OF A HISTORY TO SAY THAT YOU WOULD EXPECT FIVE YEARS FROM NOW, WE WILL BE TALKING ABOUT ANOTHER ACCOUNTABILITY FRAMEWORK. THAT IS LIKELY THE CASE .
